Whiteville Kicks Off Phase 1 of $1.3M Madison Street Park Project

Construction started Tuesday on phase one of Whiteville’s $1.3 million Madison Street Park project. The new space will fight downtown flooding while giving people a place to gather.

Construction started Tuesday on phase one of Whiteville's $1.3 million Madison Street Park project. The new space will fight downtown flooding while giving people a place to gather. Workers will build on the spot where the Lewis Smith Shopping Center once did business.

Starting November 5, crews will add the basics - paths to walk on, lighting, and a water catch basin. Madison Ward, who runs downtown growth, says work should finish by May 2026.

"This is Phase One," said City Manager Darren Currie, according to Columbus County News. "Basically, all the infrastructure will be installed, the stage area, walking trail, and stormwater pond. Once all of this is complete, we will be looking for more funding to complete the park."

Money for the project came from several places. The state's Natural and Cultural Resources group gave $902,814. NC Commerce pitched in $380,000 through their Rural Grant program. Local sources added $116,000 to the pot.

The site holds special meaning for many locals. Back in the 1960s, the Lewis Smith Shopping Center made history as the county's first modern shopping hub. Stores filled its spaces until the 2000s brought hard times.

Water struck three crushing blows. First came the storms of July 2016. Then Hurricane Matthew swept through. Hurricane Florence dealt another hit. The final strike was fire, which left the building beyond saving.

Smart planning puts flood control first in the new park's design. Every new structure uses special materials to stand up to high water. The whole site works to control where water flows during storms.

Phase one brings a stage and plants to life. Ward says they'll hunt for more grant money to build what comes next.
